If you want to consume PDF on an eBook reader the best options are to flash an alternative firmware with strong PDF support or going 10" screen size with your reader.

I think Calibre has some function (in the main program) to rescale pages to fit your eBook reader screen. Both can import HTML and help you make it an ePub. Now, that you have your HTML and assets you may use either Calibre's Ebook Editor or Sigil. Either both of these, or at lease one of these is capable of retaining the original layout, if memory serves me correctly.
